This Baseline Study Report consolidates the findings of the project “Baseline Study to Prioritize Incentives and Develop Business Cases for Supply Chain Formalization in Pakistan,” jointly implemented by the International Labour Organization (ILO) and the Small and Medium Enterprises Development Authority (SMEDA). The project aimed to understand the dynamics of informality within Pakistan’s manufacturing value chains and to identify the barriers, incentives, and institutional measures that can accelerate the transition of enterprises and workers from the informal to the formal economy.
